Dr. Wolfram Vogel
Dr. Wolfram Vogel
Dr Wolfram Vogel is an expert in energy markets and industry throughout Europe and specialises in government relations and regulatory affairs. Previously, Wolfram was Director of Public & Regulatory Affairs and Communications of the European Power Exchange, EPEX SPOT, a Deutsche Börse subsidiary. At the same time, he worked for a number of organisations in the energy sector worldwide and is well connected in the industry. Prior to this, he acted as a researcher and consultant at the Franco-German Institute in Ludwigsburg, where he managed numerous projects. Moreover, he ran its Paris office from 2007 to 2009. Wolfram studied politics at Johns Hopkins University in Baltimore, the Paris Institute of Political Studies, and Mannheim University, where he holds a PhD from.
Raoul Negri
Raoul Negri
As a junior consultant, Raoul Negri has been in charge of monitoring politically relevant developments since 2018. He specialises in in-depth research, as well as in analysing and editing intelligence as seen from the clients’ perspective. His work forms an important part of the foundation of every public affairs strategy: A precise and thorough understanding of the subject matter is the basis for successful lobbying. Prior to his current position, Raoul worked for the Ministry of Labour in Luxembourg. He holds a master’s degree in European and international politics from the University of Innsbruck.
Victoria Pathault
Victoria Pathault
Based in London and Paris, Victoria Pathault is a public affairs and project management consultant specializing in energy and infrastructure, mobility and transport, financial markets and services. Building her career in the financial industry she has gained experience and knowledge in designing strategic initiatives, understanding in-depth financial and regulatory information, and navigating complex projects and policy challenges in France and the EU. Prior to joining Wolfram Vogel Advisors in 2024, Victoria worked at Deloitte Paris as a consultant and financial auditor in the Public Sector for institutions such as universities and hospitals, as well as for mid-market companies. Her background also includes international program management and working for civil society organizations in France. Victoria holds a master’s degree in Public Administration from Sciences Po Paris.

Isabelle Kluger
Isabelle Kluger
Isabelle Kluger was appointed a management assistant at Wolfram Vogel Advisors in 2021. She is responsible for Wolfram’s agenda and travel management and ensures smooth operations – in Vienna, Berlin, Paris and Brussels.
